I live in Wisconsin-the account is considered checking and has a routing number, but most lenders wont accept it-they say it is ‘blacklisted’. What does this mean?

They have been fooled too many times with this type of "account". Too easy for you to close it up overnight and leave them with no "protection". They are not allowed to "blacklist" a bank. You might find one lender in town who will accept your account. Keep calling.
you – do- not- want- pay- day- loans!!!!!!!!!!!!!!!!!!!
DO NOT……
they are a rip off… absolute rip offfffff….. don’t do them…
as far as your routing number being black listed, you probably hve fraudulent activity on your account.. so you’re either a nigerian scam artist, or, one got a hold of your account.
i’d call the bank before the FBI comes to your door…………………………….. im not kidding…………
If you are not prepared for a financial emergency, you are not alone. Most double and single income households do not have the resources saved to protect themselves in an emergency!

Behind on a monthly utility? No big deal for some, but for those who are just a short time from payday, the costs of paying for utility re-connects far outweigh the cost of most payday loans. So, why not just kite a check? Now you are facing the possibility of the check bouncing and having to pay the bounce fees (usually very high).
